An Agentic Audit Trail: Automating Foundation Compliance with Verifiable Proof of Expense

Under the current ENS executable, the board holds administrative control of the ~$65M Endowment Safe. Every transaction is timelocked for 9 days with a Security Council cancellation right. However, a cancellation right is only as useful as the information available to act on. The Security Council has no structured, real-time mechanism to verify that proposed payments correspond to approved budget categories in time to execute a veto. We propose an Agentic Audit Trail. Instead of unilateral halt authority, the auditor acts as an advisory information layer, feeding machine-checked compliance verdicts directly into the 9-day timelock window. At transaction creation, the Foundation commits hashes of invoices and contracts. The auditor—running in a verifiable execution environment—compares the payment against the budget using deterministic code, while using anomaly-detection models to flag outliers (publishing model, prompt, and version metadata). Sensitive matters (personnel/counsel) use zero-knowledge commitments rather than raw documents. This design equips the Security Council with immediate, verifiable information within the timelock window without introducing new trust assumptions or unilateral halt attack surfaces. It converts prose accountability promises into structured, readable proof of compliance.
